Romania joined the Schengen area fully on 1 January 2025, but Schengen membership does not remove customs obligations for non-EU goods. Traffic, temporary border checks and drivers’ working-time rules can still affect schedules.

United States: sea freight with destination delivery

US household shipments commonly travel in shared or exclusive containers, reaching Constanța or another European gateway before onward transport. Customs Clearance of Personal Effects

EU moves versus arrivals from outside the EU

Personal belongings in free circulation moving from Germany or the Netherlands to Romania normally do not require an import customs declaration. Special rules can still apply to restricted items and vehicles.

For arrivals from Great Britain or the US, used household effects may qualify for customs-duty and import-VAT relief when transferring normal residence. Typical conditions include previous normal residence outside the EU for at least 12 consecutive months and possession and use of the goods for at least six months before leaving.

Goods normally must be imported within 12 months of establishing residence in the EU. Restrictions generally apply to lending, hiring out or transferring relieved goods during the following 12 months. Exceptions exist, and the customs authority determines eligibility. Alcohol, tobacco, commercial goods and certain other items do not receive the same relief.

A truck may be unable to enter an underground garage or a narrow courtyard. Confirm legal loading arrangements with the building administrator and the relevant municipality or sector authority. Paid parking does not automatically reserve a loading bay; occupying public space or using an external furniture lift may require separate permission.

Where possible, schedule deliveries outside approximately 07:30–09:30 and 16:30–19:00 on weekdays. Pipera, DN1 approaches and central boulevards can be particularly slow. Building quiet hours, school traffic and lift bookings also affect timing.

For budgeting, a straightforward local two-bedroom move might cost RON 1,500–3,500; packing materials and labour may add RON 600–1,500. International-school tuition can range broadly from EUR 8,000 to over EUR 25,000 annually, depending on school and year group. Registration, meals, buses and capital fees may be additional. Prepare transcripts, identity documents, vaccination records and any learning-support reports. Romanian public schools may suit some families, but teaching language and local enrolment requirements need consideration.

Plan pets around the travel route

Dogs, cats and ferrets generally need a compliant microchip and valid rabies vaccination. The microchip must precede, or be read and recorded before, the qualifying vaccination. A first vaccination normally requires a 21-day wait before travel.

EU-origin pets generally travel with an EU pet passport. Arrivals from Great Britain or the US normally require an EU animal health certificate issued and officially endorsed as applicable. Rabies antibody testing depends on the origin and itinerary, not simply nationality.

Non-commercial rules usually require the owner’s travel within five days of the pet’s movement; other arrangements can trigger different procedures. Confirm requirements with ANSVSA, the departure authority and airline.
