Moving from the USA to Romania: Shipping Household Goods, Customs Relief and Transit Times

Planning on moving from usa to romania? Compare shipping costs, transit times and customs relief, then request your free international relocation survey.

Moving from USA to Romania involves more than booking a container. Your shipping route, customs eligibility and delivery address all affect when your furniture arrives—and how much the move ultimately costs. A straightforward shipment can become expensive if residence documents are missing or a large delivery vehicle cannot reach your Bucharest apartment.

The best approach is to coordinate transport, customs clearance and your first weeks in Romania before packing begins. This guide explains realistic shipping options, indicative budgets, transfer-of-residence relief and the practical details that matter when moving into a Romanian home.

Planning your move from the USA to Romania

Start with a volume and access survey

Arrange a video or in-person survey eight to twelve weeks before your preferred collection date. The mover should estimate packed volume in cubic metres, identify fragile or oversized items and check access at both addresses. A shipment of selected belongings may occupy 5–10 m³; a furnished two-bedroom home might require 20–35 m³, depending on furniture and how much you leave behind.

Compare replacement costs before shipping inexpensive furniture or large appliances. Romania uses approximately 230V/50Hz electricity, unlike the US 120V/60Hz supply. Plug adapters do not change voltage, and transformers do not solve every frequency or appliance-compatibility issue. Check each manufacturer's specifications.

Separate essentials from the sea shipment

  • Carry passports, residence paperwork, medical records and valuables personally.
  • Keep prescription medication in original packaging and check Romanian entry rules for controlled medicines.
  • Pack school records, work equipment and seasonal clothing for several weeks.
  • Photograph valuable furniture and record electronics serial numbers before collection.
  • Avoid booking a fixed delivery day until routing, customs and local access are confirmed.

Shipping household goods: sea freight versus air freight

Sea freight is generally the practical choice for furniture. Air freight suits a small priority shipment, but chargeable weight can be based on volume rather than actual weight. Ask for a door-to-door quotation, not just an ocean or airport freight rate.

OptionTypical useIndicative door-to-door timingIndicative budget
Shared sea shipmentSelected furniture and boxes, around 5–10 m³8–14 weeksEUR 3,500–7,500
Dedicated 20-foot containerApproximately 25–28 m³ usable household load6–10 weeksEUR 7,000–12,000
Dedicated 40-foot containerApproximately 50–58 m³ usable household load6–11 weeksEUR 10,000–18,000
Small air shipmentApproximately 100–250 kg chargeable weight1–3 weeksEUR 1,800–4,500

These are planning ranges, not live tariffs or guaranteed schedules. They assume ordinary household goods, professional packing and straightforward access. US inland distance, sailing availability and shipment density can move prices outside these bands. Confirm whether destination handling, brokerage and delivery are included; inspections, duties or VAT if applicable, insurance, storage and exceptional access are commonly additional.

Routes through Constanța or another European gateway

Sea shipments may enter through Constanța or travel through another European port, such as Rotterdam, Antwerp or Hamburg, with onward road transport. Services can involve transshipment rather than a direct sailing. The forwarder should explain where customs clearance occurs and whether goods will move under customs transit to Romania.

Port-to-port sailing time is only one part of the schedule. Collection, export packing, consolidation, vessel connections, release and delivery booking all add time. West Coast origins and remote US collection addresses often need longer allowances. Shared loads may also wait for consolidation.

How other corridors differ

Germany–Romania and Netherlands–Romania household moves usually travel by road; goods already in EU free circulation generally do not require an import customs procedure at the Romanian border. UK–Romania moves normally involve customs formalities following Brexit. Moving US goods through an EU port does not automatically remove import obligations: their customs status and the chosen clearance procedure still matter.

Customs relief when moving from USA to Romania

Used personal possessions may qualify for import-duty and VAT relief when you transfer your normal residence from outside the EU to Romania. Relief is conditional, not automatic, and citizenship alone does not establish eligibility. Returning Romanian citizens and foreign nationals must both demonstrate that the applicable conditions are met.

The main transfer-of-residence conditions

Under the EU framework, the standard conditions generally include:

  • Your normal residence was outside the EU for a continuous period of at least 12 months, subject to permitted exceptions.
  • The goods were in your possession and, for non-consumable items, used at your former residence for at least six months before you ceased living there, unless an exception applies.
  • The goods will serve the same personal or household purpose in Romania.
  • They are normally imported within 12 months of establishing your normal residence in the EU; separate consignments can be possible within that period.
  • For 12 months after acceptance of the declaration for relief, lending, hiring out, pledging or transferring the goods requires prior notification to customs and may trigger charges.

Alcohol, tobacco and certain other categories are excluded from this relief. Commercial stock is not a household shipment. Vehicles need separate assessment, including registration and technical-compliance considerations. New purchases may fail the possession-and-use conditions even if they are intended for your new home.

Ask your appointed broker to confirm the Romanian procedure before collection. The legal framework includes Council Regulation (EC) No 1186/2009 for customs-duty relief and Directive 2009/132/EC for import VAT exemptions. The competent customs authority determines eligibility.

Customs document checklist

  1. Identity: passport copy and relevant Romanian immigration or residence documents.
  2. Former residence: evidence such as leases, employment records, tax documents or utility bills supporting your period outside the EU.
  3. New residence: Romanian lease, ownership document and other evidence requested to establish your transfer.
  4. Inventory: numbered packing list with clear descriptions, package counts and values where required.
  5. Transport paperwork: bill of lading or air waybill and delivery details.
  6. Representation: broker authorisation and any required declarations concerning ownership, use and intended purpose.
  7. Additional formalities: EORI registration where required for the declaration, plus translations or supporting evidence requested by the broker.

A lease alone does not necessarily prove transfer of normal residence. Have the broker review scanned documents before departure, including any arrangements for goods arriving before your residence evidence is complete. Diplomatic shipments follow separate protocols and may require mission and authority approvals; diplomatic status should never be assumed to eliminate paperwork.

Export packing for a transatlantic household move

Choose materials for multiple handling stages

Use double-wall, five-ply corrugated cartons for most household contents, with stronger triple-wall, seven-ply cartons or custom crates for suitable heavy or vulnerable pieces. Board strength and box size matter as much as ply count. Books belong in small cartons, while bedding can travel in larger, lighter boxes.

  • Bedroom: allow roughly 8–15 mixed cartons plus 1–3 wardrobe cartons, depending on clothing volume.
  • Living room: roughly 10–20 cartons for books, décor and media, with fitted protection for screens.
  • Kitchen: roughly 15–25 cartons, including compartmented dish or glass packs and small cartons for dense contents.
  • Furniture: export wrap, corner protectors and labelled hardware bags; crate marble, delicate glass or artwork when the risk assessment requires it.

These quantities are survey starting points, not fixed allowances. Wrap crockery individually with clean packing paper and cushion carton bases. Everything should be dry before packing; moisture-control products are no substitute for dry contents. Regulated solid-wood crates and dunnage should meet applicable ISPM 15 requirements.

Insurance and restricted contents

Request transit-insurance terms, including replacement-value declarations, deductibles, exclusions and claims deadlines. Owner-packed cartons may face narrower cover for breakage or missing contents. Ask about pairs and sets, storage periods and damage without visible external impact.

Do not pack aerosols, fuels, paints, ammunition or loose lithium batteries without carrier approval. Food, plants, animal products and protected-species materials can require separate checks or be prohibited. Send the mover a restricted-items list before packing day.

Delivering into Bucharest: access can change the budget

Parking, lifts and apartment blocks

A sea container may need unloading at a depot before delivery by smaller truck. Streets in Cotroceni, Dorobanți or the historic centre can be narrow or parking-constrained. New developments in northern Bucharest may have loading rules, security checks and underground garages unsuitable for removal vehicles.

Confirm the actual lift dimensions, payload and booking procedure with the building administrator. Some older blocks have no lift; others have small passenger lifts that cannot accommodate sofas. Tell the surveyor the floor, stair layout and distance from legal parking to the entrance.

Check parking reservations and any vehicle-access authorisations with the relevant municipality, sector administration or property manager. Requirements depend on the road and vehicle. Avoid relying on improvised pavement parking. Weekday peak traffic, particularly on northern commuter routes, can significantly slow a delivery.

Indicative Romanian destination extras

  • Local shuttle vehicle: approximately RON 700–1,800 per trip.
  • Additional handling crew: approximately RON 150–300 per crew-hour, depending on crew size and minimum booking.
  • External furniture lift: approximately RON 800–1,800 per booking, subject to safe positioning and approvals.
  • Warehouse storage: approximately EUR 8–18 per m³ per month, often with minimum charges and separate handling fees.

These are indicative extras, not mandatory fees. Stair carries, long carries and waiting time should be priced explicitly. Confirm VAT treatment and avoid paying again for handling already included in the international quotation.

Pets, temporary housing and settling into Romania

Pet relocation from the United States

For a typical non-commercial move with a dog, cat or ferret, plan for a compliant microchip, valid rabies vaccination and the appropriate EU animal health certificate endorsed by USDA APHIS. The microchip must precede the qualifying rabies vaccination, and a primary vaccination normally requires a 21-day wait.

The certificate generally must be issued within ten days before entry into the EU. Confirm exact timing and endorsement arrangements with an accredited veterinarian. Standard direct entry from the US normally does not require a rabies antibody titre test, but routing and current rules matter. Entry is checked at the first EU arrival point, which may not be Romania.

Non-commercial rules generally require the animal to travel with its owner or an authorised person within five days of the owner's journey. Different conditions can apply otherwise. Check current USDA APHIS pet-travel guidance, airline rules and arrival arrangements before booking.

Housing, schools and utilities

Book flexible temporary accommodation rather than assuming your shipment will arrive with you. A furnished one-bedroom apartment in Bucharest may cost approximately EUR 900–1,800 monthly on a short-term basis; serviced units and peak periods can cost more. Confirm pet policies, utilities and extension terms.

Aviatorilor and Dorobanți offer access to parks and northern business districts. Pipera can suit some international-school commutes, but school-run congestion deserves a trial journey. Tineretului and other metro-connected areas may be practical for central offices. Choose around your actual commute, school place and housing budget.

Request school availability early and prepare transcripts, vaccination records and any requested translations. At handover, record electricity, gas and water meter readings, clarify building-association charges and arrange internet installation. Corporate mobility teams should assign responsibility for housing, immigration, shipment approval and invoice authorisation.

Frequently asked questions

How long does moving household goods from the USA to Romania take?

Allow roughly 6–14 weeks door to door by sea, depending on route and consolidation. Air freight can take around 1–3 weeks. Customs queries, inspections and storage can extend either schedule.

Will I pay tax on used furniture?

Qualifying household goods may receive duty and VAT relief under transfer-of-residence rules. Used condition alone is insufficient: residence history, ownership, use and import timing must also qualify.

Can my belongings arrive before I do?

Possibly, but arrange this with your broker before shipment. Early-import procedures can involve undertakings or security, and incomplete documents can generate storage charges.
